Govenor Question

Okay I believe I solved one issue and somehow created another. The governor is no longer moving the cable on the carburetor. I am assuming the pin in the center of what I am calling the governor bracket is suppose to move with that arm. If I am correct I am again assuming I need to tighten that nut n bolt to clamp down on the pin with straight slot. My question is about that pin it obliviously turns my question is how do I determine it is in the correct position before I tighten that clamp

nice, so I was correct in thinking the pin is supposed to move with the arm, not just sit stationary while the bracket moves around it and if it doesn't then I have no acceleration which is basically where I am at. I am still not understanding why in spite of the arm moving the throttle cable moves once to what would be WOT and stays there with just minimal jerky on/off situation

Okay just got in from the shop, heres what I know the cable from the governor to the carburetor must be frayed inside the sheath I can barley make it move from one side to the other. Two and this worries me more the center pin that I attempted to move clockwise after loosening and spreading the clamp does not turn clockwise or counterclockwise what does this mean ANYONE???

IF... you have time,
I've heard of both throttle cables (cam to gov, and gov to carb) getting dirt and debris in the sheave,
most remove the cables and soak them in lube to free them up. (but a fray isn't out of the question)

The Governor arm... it's an "L" type arm (#19 in the pic) that rides on a movable cone inside the trans,
with varying speeds, the cone slides, (I think) and moves the arm.

What I'd try? (if you haven't already)
Is remove the gov arm from the pin and try to give the pin a light twist with a vice grips,
It also could have debris locking it in place... or something more difficult to tend with!

The pin (governor rod) should move at least 45 degrees either way.
it might move easier with the cart in neutral, but don't quote me on that...
I haven't had to mess with mine... yet!

in disabling the governor(ive read) one would loosen the clamp and leave it lose, wouldn't that pin become just a pivot point?
