Default Secondary clutch tuning low rpm motor

Need help tuning driven clutch. I'm currently not able to get the clutch to fully engage/ get the belt to the top of the driven pulley or bottom of driven..... -max rpm is 3450rpm would like it to be fully engaged at 2000rpm
- comet 780- 800rpm engagement
- new stock 99 Yamaha secondary clutch w/spring currently set at B2
- 1. 3/16" belt
- 23" tall tire

Cart is a 99 g11 with a .9L 3cyl diesel so pretty of torque.... running 8:1 gears Wot (3450rpm) I hit 19mph, would rather cruise at 2000rpm with clutches fully opened...if that makes sense

3450 RPM MAY NOT SHIFT ALL THE WAY UNDER LOAD.IS BELT TO THE TOP OF THE 780?if so put rear spring in weakest holes so it shifts the fastest they come in B4 but i dont know what ones are weakest.only other thing is your belt to long.sould be tight enough to not drag in front clutch but at the bottom, not half way up the side at not running

Cut the tangs off of the spring......or put NO preload on the spring. ( No winding on the helix ) How do you have the 780 set up to engage at 800 rpm?
