Default '85 G2E No movement, click or buzz. Batteries good.

I just purchased this as a fixer. The batteries are good. I tested the key-switch with a voltmeter to make sure that was not the issue. Not sure where to go from here....maybe the solenoid but not sure how to test. Any assistance would be appreciated.
