I believe this might be the cause of loss of power on an inlcine as the clutches seem to be moving properly.
NY HELP WOULD BE GREAT. THANKS
...certainly could be the case. My 85 marathon always has about 1/3 in it. Not sure about this, but if there's a leak in the diaphram fuel may enter the crankcase making it rich probably at low rpm's...you could always check your plug to see. Otherwise, Buggiesunlimited has them for about 30bucks.

IMO, I always recommend carts this old to just replace fueline, pump, coil/wire, and carb (b/c sometimes cleaning jets don't even work when you have a bad float), and get that stuff out of the way. That way you can focus on the remaining mechanical/electrical troubleshooting issues that you typically have with old small internal combustion engines...

The good news is you have a simple 2pg two-stroke engine!!!!!

Let's start at the beginning, and work a few things out.

No fuel, or just a little fuel in the filter?
You should only see a little fuel in the filter. It will never be full.

Loss of power on hills.
How wide is your belt? 1 3/16" is new. Anything less than an inch is junk.
Have you lubed your driven clutch with Moly-Lube, or graphite?
Have you checked the clutches for full smooth operation?

Backfiring
When does it backfire? Does it backfire when you put it under load, or when you let off the gas, and then get back into it.

Does it start right up, and run good?
Are you noticing any other issues?

Has it run good for you before, and just started acting up? Have you done any maintenance lately?

Here is your manual.
