I'd say to start with the machining and the spring, possibly the belt and see how that does for you. I've been happy with the setup and haven't had to do anything else to get more torque.

I'm with mndanielsncsu, machining & new spring with belt from CPP was a night n day difference on my 20 yr old cart. Well worth the cost and turn around was like 5 business days.
