Default Driven clutch issue

On a hill it will stop moving completely. If I hit the hill with some speed it will make it up but it still shutters a bit

Stick your cart in maintenance mode and observe the clutches as you rev it up. Are they allowing full movement of the belt ? Have a careful look at the belt (static) is it showing cracks at all particularly on the inner side where it contacts the sheaves ?
A little more information would be a big help in diagnosing the issue.

Brand new belt, yes they run fine in maintenance mode ... Only does it on hills or under load. Once I get it moving it will go but on hills it's like it slips. Shutter cracks and hops lol

You might want to pull the rear clutch (easy) and check the woodruffe key. I just had one in where the key was worn out. It would bite on the flat but spin like a top under severe load and have no power. Luckily for my customer the axle slot was good so a driven clutch and new key was all that was required. While you are at the driven end, check the allen bolts on the cams. I've seen those broken off as well. Drive clutches require a more extensive tear down and analysis.
