Rick,
I am having the same problem with my Club Car, where did you read about the brown wire, I am assuming it's a ground wire?

The rev-limiter is on the very front of engine, down at the bottom, beside the oil dipstick. It has 3 wires coming out of a little black box. Take a 10mm and remove the mounting bolt that has a wire(brown) on it. It is the ground for the rev-limiter. Take black tape and wrap up the eyelet, replace bolt and see what happens hope this helps.

Yes, remember to tape or otherwise prevent the removed brown wire from touching "ground" It's pretty embarrassing to have the cart quit on you again if you don't! Voice of experience... LOL

Hope this fixes your problem; I can't believe the difference it made to mine.
