Default testing for short - continuity on starter at F2 terminal to ground?

hello,
being totally new to the cart business, just helping out a friend finding a short.
Basic problem: battery is run down within 10min of driving around. Runs fine otherwise, but then won't start due to lack of volts.
Put a voltmeter to it, I find straight continuity between the F2 terminal on the starter (thick white wire) and ground - is that normal or am I onto something? also starter is quite hot after running. Starter/Solinoid/voltage regulator brand new, though the cart has been victim to a "wreckanic" if you know what I mean, now trying to find out what is happening...
cheers everybody and thanks in advance for any advice and takes on what might be going on...

p.s. I didn't check the ground for the voltage regulator, but could a bad or -for ground reasons- non functional vr drain a brand new battery within minutes of driving?
