The charger wont come on at all if the batteries are dead and it has to be plugged into the cart for it to work. I have heard of some people jumping the relay to make the charger work when their batteries are so low. The relay is inside the charger and there is only one. If you don't know what a relay looks like then you should take the charger to a reputable golf cart repair shop to have it checked out........

Poking around inside the charger like you are doing is not the best of ideas. There is enough voltage in there for someone to get hurt so do it at your own risk.

Geez, OK thanks for your help. Well then again maybe I should just have my wife poke around in it for me.
