Default 95 DS 48 volt Resistor or Power Resistor

Hello all, new to the forum. I've got a 1995 DS, 48 volt cart I've recently picked up. There is what looks a power resistor mounted just behind the batteries, similar to the older speed resistors. There are 2 coils. It is not connected to anything, however there is a red wire that looks like it was connected to battery positive and a black wire with an in-line fuse that goes some where, not entirely sure. I've looked at all electrical drawings I can find and have not seen this. Any ideas?
