Default G1 governor question

I have read the stickies and am thinking about removing my governor on my g1. My question is this. My cart sputters at high speeds. Is this because of the governor? When i look at the throttle linkage and how to set it up in the manual, it appears the throttle door on the carb is set to open all the way. So what is the governor actually doing? is it stopping the the carb from opening all the way or is it limiting my rpm some how? Or am I missing something? When I adjust the screw on it, i feel I have no real change in speed.

Golf cart governors use ground speed rpm to limit speed. They don't limit engine rpm. Some carts have electronic engine rev limiters, but a G1 does not have one.
