If you're looking at the first picture the gold spring is what you're interested in. The other is shifting linkage from forward to reverse. When you push on the gas you're pulling the cable that pulls that gold spring. Where the cable sheath mounts with the bracket between two nuts, you want to adjust the cable where it puts more tension on the spring when throttle is pressed. Hit the gas pedal a couple times and you should see how it all works.

I have mine adjusted all the way back and I am hitting 23.0-23.5 on my 2014 L4. Could I possibly see 25 if I zip tie a few coils on the spring?

To get more speed you can bypass the governor on the axle housing. Some will say this is a little dangerous for the motor by possibly over revving it but I haven't seen any problem with it. You can either drill out the place on the throttle arm where it grabs the shaft sticking up from the housing but I just placed a few washers on it to raise the arm up just enough where it wont engage the shaft. This way it's completely reversible if you get nervous. Since nobody uses my cart but me, I'm fine with it.
