Default Rebuild going Wrong

I just put a set of rings in a G22, std. size. I made sure the timing dots lined up correctly, crank shaft, cam shaft, and balancing shaft were all lubed during reassembly. Put everything back in, put the side plate on, used new head gasket, checked the rods to make sure they were in the lifters, set the rods under the rocker arms. Turned the crank by hand and only makes ONE COMPLETE TURN and locks up. I turned backwards and same thing. I have taken it apart 3 times looking for the issue but it is hiding from me. Rocker arms move when turning by hand but I have no idea what is going on. Can someone help me out before I lose my mind?

Did you get the connecting rod cap on the right direction?

The end cap? Yep, but that took a little figuring out. Thought the arrow on the piston went top and that didn't work, turned it over and it went together. Everything turns with the side plate off but there is some slack/wobble in all the gears at the point the camshaft time dot is exactly opposite the crankshaft dot. I used the inside dot on the crankshaft to time the balance shaft and the outside dot on the crank to time the camshaft.

Show us a picture with cam and balancer alighned without the side cover on.
