Default Are the metal plates around carburetor the needed?

I have a 99 txt two cylinder cart that I recently replaced the carburetor and air box with the new relocated canister air filter kit (because the old box caught fire) and the new kit came with these metal plates that cover the carb and I am wondering if they are necessary. If I drive it for too long it lugs and eventually quits going until I let it sit for a while. Do those plates keep the carb from getting to hot?
