This cart should have a v-glide throttle (black pie shaped box between the batteries). There is a wiper arm in there that moves when you press the accelerator. Pop the cover off and make sure it's moving it's full range of motion.

I checked the vglide, it seems to be in good condition and moves smoothly.

Did you also change the micro-switch inside the VGlide?

It sounds like a N.O. switch connection was used by mistke in the pedal micro-switch.

I changed 2 micro switches, one in the forward/reverse and one in the vglide.

You used the wrong switch in the VGlide, it needs to be a N.C. (Normally Closed) switch.

If your pedal micro-switch has 3 terminals, use the COM and the N.C. ones.
