Default ezgo 97 steering problem

Hi All
I am working on a 1997 36v EZGO that has a problem with bump steering. The leaf springs were replaced by someone else and not long after the problems started. I have replaced the shockers and it has made it a little better but whenever you hit a bump on the golf course the cart wants to change direction, quite dangerous. Could it be the steering rack?
