12.3 volts before turning over, it dropped to 3.9 volts while trying to crank engine, turned once? Is it the battery? After turning key off volts are about 12 again??? Now what??

That is a huge drop. Check all of your connections again, and throw that thing on a charger. 12.3 is not very good to start with.

Yup. Sounds like a bad battery to start. (excuse the pun) When you have the battery up to par, change the gas line connections on the fuel pump. Look at Cart Around's reply # 34. In his first pic, the fitting on the left, the upright 90, should go to the gas tank. The canted 90 on the right should go to the carb. That is how mine is set up. Looking at your first post pics, they appear to be reversed.

Just put battery on charger, what am I looking for on meter? How do I no if battery is shot? If it weren't for bad luck, I wouldn't have any .. thanks,

So the bottom of pump goes to motor, so your saying the sides have to be one way? I thought it was just 1 in and 2 out?? But hey if you told me to stand on my head I'd try it about now, thanks again, stay tuned!..

Like Cart Around said, 12.9. Do you have another battery you can switch out the cart battery with? Sounds like you had a bad experience jumping a battery one time .

The bottom opening on your pump does nothing but move air in and out to flex the diaphragms. There are arrows on the top of your pump to show the direction of flow for the gas.
The inlet side from the gas tank is pointing towards the center of the pump. The outlet side to the carburetor points out to the edge of the pump.

How did you manage to install the new pump that wasn't threaded for the bottom hose?

Did you bolt it directly to the engine? Is it air tight? The factory uses a thick plastic spacer because of heat, but you aren't that far along yet.

Had to tap the hole like the previous pump, I was careful not to get shavings in housing, I charged batt last night, will check the hoses and batt charge tonight, thanks..

It is mounted below carb on side of cart, and all fittings are air tight.

Ok, changed fuel pump, switched lines, charged battery, ran for a minute, and gas is coming out of back of carb, this is the 3rd brand new replacement carb. ???

There are only two places that can produce pressure to overflow the carb.

They are the fuel pump with a ripped lower diaphragm, or the reed valves not closing.

Reed valves are three tabs of spring steel located in the intake.

I'm concerned that you tapped the new pump housing. You could have punctured the new diaphragm. I would have just swapped the lower housing to the new pump.

I'm not really sure where to send you next, but those are the only two sources of pressure. Neither one is good.
