Default Throttle hesitation on 97 EZGO TXT

Basically, I think my cart running Ok, BUT it seems to hesitate revving up when I step on the accelerator. Not much problem if on flat, but a pain if on an incline. Is this normal? A carb problem? Something else?
This week I'm ordering the shorter drive belt recommended in another thread for the increased torque. My property is sufficiently roughy that I doubt I'll max out speedwise (safely anyway). Also replacing starter belt.

Suggestions?

Define hestitates a little more. Is it bogging down, spitting, sputtering or what?

Just guessin' by the symptoms, I would clean the carb. and check the valve lash. The carb. could cause a bogging condition if fuel supply is low and the valve lash if too tight can affect compression which will in turn hurt power and hill climbing ability.
