Default Charger has loud hum and gets hot

Just bought a 2009 Club Car yesterday. The batteries are Nov 2014. When I plugged in the charger it pegs out over 15amps, goes to 0, then back up past 15. I think this shows it is communicating and beginning to charge?

The charger hums extremely loud and gets so hot you can't touch the charger case. Is this normal?

What I do on my charger to make it run cooler and extend its life is use one of these type of smart surge protectors.

The charger is plugged in the "master" outlet and a fan is plugged into the "slave" pointing directly at the charger.

Anytime the charger is running the fan is running as well and the charger stays pretty cool to the touch the entire run time.

It is also a good idea to have the charger on a surge protector anyway.

I've been racking my little pea brain, trying to figure out how to get a fan running on the charger, but only when the charger is charging. Your suggestion is just what I want to do.

Follow-up. I let it run and it charged it fine. I did what Sergio suggested and put a fan on it. It stayed cool as a cucumber. I'll be buying that surge thing he linked today!
