Default Needs constant choking to run

I have a 2005 290 ds. It has historically needed a lot of choking while running. Cleaned carburetor, still needed choking. Redid all the air intake system, still needed choking. Replaced fuel pump (tried both vacuum and electrical) still needed choking. Got desperate, replaced carburetor, STILL NEEDED CHOKING! Is there some intake valve clearance setting that could be causing this problem? The amount of vacuum when covering the intake with my hand is very high. Disconnecting fuel line shows excellent fuel flow. Any thoughts out there? Thanks in advance.

I would go up 1 or 2 sizes on the main jet.

Shouldn't need to upsize the jet to get it to run.
How far out is the mixture needle turned?
What kind of air filter is in it? A non-stock filter can cause that sort of problem.
How old is the spark plug?

If the air filter system or exhaust has been altered from it's factory configuration, re-jetting may be needed.
