I don't know that it's needed. A fuse is meant to melt if you pull to much current over a wire. If you pull to much current from that power converter it will overload and shut off. Lights will flicker, etc. Depending on the converter this may or may not damage it.

The risk is just whether or not pulling too much current can damage the converter.

The fuse should be there to protect against the converter failing or the wire going to it shorting out. The output of the converter is 30A which will make the input about 1/4 of that. A 10A fuse on the input should be OK

It seems my reducer is only 18A.

Now, I'm scared it's too small....

How many LED lights do you have? USB charger is less than 1AMP at 12V so you could have a 200 watt light bar and come in just about 18A. However, if you have the cheap Chinese stuff, read the specifications carefully. Many of them say their maximum amperage is only for a "short time". Seriously.

I first purchased a 10a reducer while not paying attention. It would not power my headlights, taillights, radio, and horn all at once.

Matter of fact, it would barely power the halogen headlights, it took over 10 seconds for them to finally come on.

Had I had been running the LED bulbs I am now, it wouldn't have had any issues.

I don't know what LEDs your running, but at 18amps it might be possible.

If it were me I'd put a fuse on the both sides of the converter. 10 Amp on the 48v in and 30 Amp on the 12v out. As someone above mentioned above you have to be cognizant of a shorted wire or some other issue. It isn't the load you plan on, it's the load you don't.
