Did you ever connect your Run Tow switch? It is in your second picture, the unconnected white plug with two wires. If you jumper that plug it will have the same effect as being in RUN mode. Disconnected it is in TOW mode.

Replied to quickly. Do I disconnect the wiring harness from the controller to look for those voltages?

Yes I out a temp jumper in for the run/tow switch until the replacement comes in. I am doing these tests with the r/t jumpered.

The plunger has nothing to do with solenoid closing. The microswitch does that. See pages K-9 thru K-12.

The micro switch has proper voltage to it as well as continuity when released.

Is there any way to completely rule out a bad controller? any tests I can do on the controller itself to determine if that is the issue?

I have checked all the voltages and traced every wire in the main harness for continuity. Everything is good there. Still getting a reverse buzzer when i put it in reverse but no solenoid click when I engage the pedal.

Sounds like the solenoid may be the problem imo. I checked into that PDF and if you haven't already you should check the solenoid for continuity. Section K5 should help

Pulled the solenoid out and tested in by putting 36V to the small pin and it activated the solenoid. Made it click. So solenoid is good.

Is that solenoid supposed to activate with less voltage though? I tried it at 12V and 24V first and got no click.

Think im going to try and test the dreaded charger receptacle to see if there is an issue there.

That's the next thing i was going to suggest. I've seen a bad charger receptacle shut a cart down. Could be something as simple as water being in the receptacle or as you said, its bad. Good luck!
