Default 12.8 volts at starter but doesn't work

I have an 85 ezgo cart (2cycle). The starter worked fine before I removed it 5 days ago to rebuild the engine. Once I reinstalled the starter, it didn't work. I have verified all connections and see 12.8v at all 4 posts on the started when the gas pedal is pushed. See 12.8v at brushes also. Starter turns freely and the engine turns over by hand easily. What should I do next?

Voltage on all posts could be no ground?

Cleaned all connectors while verifying connections. I have done a continuity check from the frame to the starter casing and it is grounded. Also checked from battery braided cable to starter casing - good continuity.

check your fwd/rev switch. Do you have a good ground to the switch? operate switch in fw/and rev, see if you have and starter woring.

I can't explain why but when verifying ground at fwd/rev switch which was good. I decided to check voltage at all points to see if readings were the same before. Couldn't read 12.8 anywhere. Started backtracking from fwd/rev switch - nothing there. Went to ignition switch and next thing I know is the starter started working. Motor won't start but I'll start another thread on that. Thanx to all for your help
