Default 1991 club car clutch

Will a new clutch that's not oem increase torque and speed?

In theory yes, you can gain performance by adding an aftermarket clutch that is customized to increase performance (or by modifying your stock cluctch). You can increase your top end speed through clutching and you can increase your low end acceleration through clutching. You aren't really increasing the torque the motor makes, just adjusting the way that torque is applied. Also it's pretty hard to find a clutch set up that is going to give you the best of both worlds, low end and top end. Usually it's a "one or the other" type of thing.

The other problem is that when it comes to speed on a stock cart you will still have the govenor and the rev limiter in place which will prevent your cart from going any faster than it had been set up to from the factory. If you were to increase your acceleration you would be able to accelerate to the govenor quicker but once there it would still cut you out at 13/14 mph (assuming the cart isn't lifted, taller tires allow you to "fool" to govenor a bit but that's another topic for another post..).

So long story short, my answer to your question is: Kinda.......
