I think Stovebolt was right about the stripped hub then. Being able to stop the wheel, but the clutch still turning has to be a stripped hub.

Ok. Let's put everything back how it should be. So no fuel line bypass. Reed valves correctly orientated. Make it run nice then check for stripped hub. I assume when you held one wheel with your foot, the other was on the ground? If so your cart should have shot forward when you stopped the raised wheel lol. Therefore let's assume the engine is running good, you have the cart on the ground. Hold one foot on the brake and in forward or reverse gear, try to drive the cart keeping the brake hard on. Your buddy can watch the hub nuts and will probably see one spinning. If so, that. Hub is stripped. Simples I think.
