There are 2 points where the piston is at the very top of the cylinder. One of them is after the exhaust stroke. And one of them is in the middle of the compression stroke.

Take out the spark plug. It’s a lot easier to turn the motor by hand with it out anyway. Use a wooden dalrod or long straw in the spark plug hole. And slowly spin the engine over with your hands, just turning the clutch. You’ll watch the stick go up and down as you turn the clutch because the piston is moving it up and down. When the stick pushes up the most before it starts going Down again, watch the valves. One time when the pistn/stick is all the way at the top one of the valves will be pushed down like in your picture. Keep turning the clutch until the stick is all the way at the top of the stroke again. Both rocker arms should be sorta loose and have play. This is top dead center. This is where you need to set valve lash. If the engine was apart this is also where the dot on the crankshaft gear matches with the dot on the camshaft inside the motor.

Hopefully this makes sense… there’s plenty of YouTube videos how to find TDC on a single cylinder engine too. Those may help
