They are(I guess) to reduce the air intake to work with the factory jetting

I had to remove it on mine when I put in a Vegas carts vc460

I would check the air filter and hose to make sure nothing is blocking the air intake

1995 should have duct work that runs under the driver's side floor board and up the front of the floor board. This can get clogged and cut off the air supply

Nick? ummm... Bro? that duct didn't come into play until 1997!

Heeler, the baffles in the air box are designed to properly circulate the minimal air intake coming in from the choke button,
The baffles are removable, but before removing one or both, I'd double check them to make sure they're not restricted!

I'm curious... are you pushing, and HOLDING the choke button in while your trying to start it?

it will try to flood if I push choke in. so here is what I found when I bought cart smoked pretty bad and I new I had to put rings and piston in. I took off muffler cut it was really dirty cleaned it out best I could played with fuel air screw, only out little over 3/4 turn it was out 1 1/2 turns now it started today after sitting for few hours so I hope it is fixed. I will see, I am going to let it sit overnight and try it in morning thank you for the ideas.
