Hums for about 15 seconds before starting

Hi, I have a 96 gas club car. When I press the gas it will make a light humming noise for about 15 seconds before it starts. I replaced the belts because I thought it may be because of a worn or stretched out belt, but that didn't seem to help at all. Any info would be much appreciated. Thanks in advance.

Check brushes and make sure alternator\starter belt is tight and not slipping on pulley

It's not slipping. It acts like it's having a hard time getting the motor over the first compression hump. I checked the battery and it is good. The motor is having a hard time getting rolling over at first. Once it rolls over and gets going it runs just fine.

Belt tight, brushes, and check the cables and connections carefully. If you find one gets warm that is your problem. Sometimes the posts on battery don't get good connection also.

I just took the rubber inspection cover off my starter and my brushes are flush with the holders. I'm pretty sure that they are supposed to be sticking up above the holders some. Correct? I'm thinking that I need new brushes???
