Thumbs up 99 ST350 No Top End Speed

Hello All,
I am new to BGW and need help. I have owned my cart since 02 and last year started losing power climbing hills to the point where it would not climb anything with passengers in the cart. After reading several posts I changed out my driven clutch and replaced my drive clutch spring. My cart came with a 36 degree so I swapped it for a 28 degree and installed the new high performance springs in both. I also am using the shorter performance belt all from buggies unlimited. I have also adjusted the governor several times with no results. The cart has tremendous pick up and climbs hills well but will not pick up speed on level ground. It will start to speed up and then power back down like something else is governing or controlling the top end speed. I cant get more than 10 mPH. The new belt seems to be fraying on the outside edges like the clutches are to tight? Not sure where to go. Any help will be greatly appreciated.

maybe your new belt is too small which affects your clutch so it won't
work properly. I have seen this once before, went back to the stock belt and all was fine.

ok I adjusted the valves to .004 as instructed in the how to section. They were probably fine but checked it anyway. I have the governor about 4 turns from fully opened. I am getting 13MPH up a hill ( 45' degree incline) and 15MPH on level ground. The machine still kicks back down after accelerating not sure if this is the axle governor? or what. Let me know your thoughts thanks

if I remember right the govenor is on top of the rear axle. screw in the nut clockwise in all the way until spring is fully compressed. this will defeat the govenor allowing for a higher top speed.

There is no external axle governor that I can find only the spring mounted accelerator governor which I have turned almost all the way in. I have compressed the spring about an inch from its original factory setting after removeing the wire. No backfires or sputtering just not getting the higher end speeds that most say they are achieving with the same model workhorse. Cart acclerates quickly to 17mph and then backs down to a steady 15mph this is all according to my gps and I am not sure how accurate it is.

I did the compression test as asked and both cylinders were at approx. 158PSI

have you done anything to the airbox or air filter? I drilled holes in my air box thinking more air to the engine would help. it really affected the jetting and slowed my top speed
I had go cap off all the holes and run the stock air filter to get it to run right.

no modifications to anything other than the clutch, spring, and belts
