Default Need new belt?

Was pulling some brush around and cart started smoking. Not sure if smoke was motor related, I don’t believe so but this is not my cart. I jacked the rear end up and hit the gas. The clutch is spinning but the belt is not catching. The small starter belt is spinning. I’m thinking primary “bigger belt” is glazed.. but going to replace both belts. It's just turning over with the starter/generator, the engine is actually not starting!
it has to start and rev up for the clutch to close on the drive belt.

You either have no spark, or no fuel for the engine to start and run.

Good info here, thanks so much! Clutch never pulled in, but when I put tension on the clutch belt it started to catch and spin the rear end. I’ll look at fuel/filters and check for spark.
