Won’t run

I have a 2015 Precedent gas golf cart. I am haveing problems I hear the whining when the key is switched on and in reverse gear I hear the beeping sound. I have tested the big points on the solenoid no volts across both points but there was voltage on the side opposite of the battery post. No continuity on either points of the smaller side.No click from the solenoid when the gas pedal is pushed and the engine will not run.I jumped both sides the big points of the solenoid and the motor ran but kept a low run even when the pedal was pushed. The 10amp fuse was busted and that was changed still did the same thing.I went to the auto zone and got another smaller solenoid that was for a lawnmower same situation..did I make a mistake somewhere I am very confused
