Default E-Z GO will only start while being jumped.

I have a 1990 ez go 2 cycle that sat in my shed for 5 years, I got it to run but I have to jump it to start it. So I put a new battery in it and it is still doing the same thing. I have replaced the spark plug wire, spark plug, battery, solenoid and fuel pump but it still has the problem. I was thinking the magneto could be dirty. Anyone got any ideas i can try to fix it?

And what is the best fuel to oil ratio?

Not clear to me. You use two batteries? Or you jump the solenoid? In which case, you have a solenoid problem or possibly loose connections.

I would check all ground cables and clean and tighten them,

Follow the battery negative to the chassis ground bolt. Remove the nut and clean the chassis to bare metal, clean the three cable lugs and reassemble. This may well be all you need to do.

It is not a dirty magneto as you don't have one.

The correct oil ratio is 128:1 which is 1 ounce of oil to 1 gallon of gasoline. You should mix this in a separate container before pouring into the fuel tank.

You may also have a Starter/Generator that needs rebuilding. When the resistance in them increases(bad brushes, fields,or armature),then they need more amps to start to spin.As stated, check all connections for corrosion, looseness, and damaged spots in cables.Any resistance will require more amps.Hope this helps.Spoiled...Thats Awesome!!
