What next? Thanks again for the help
1. 2/3 of the ITS circuit is inside the controller (Voltage source and detector), so the 6-pin plug has to be plugged in to check the ITS voltages. Push the test probe into the backside on the white MOLEX connector while it is installed to get the voltage readings.

2. Without the 6=pin plug connected, the controller's electronics are not powered up, so this is an invalid reading.

Ok round 2 with everything connected this time

For test 1 (controller B- to controller pin 2): I turned key on, put it in forward gear pressed accelerator until solenoid clicked and it read 14.44v

For test 2 (controller B- to controller pin 1): I turned key on, put it in forward gear pressed accelerator until solenoid clicked and it read 0v

For test 3 (controller B- to controller pin 1):I turned key on, put it in forward gear pressed accelerator to the floor and it never moved higher than 0v

14.4 volts means the ITS is not connected aka an open circuit. Check the 4 pin plug between the ITS and the controller.

To expand a bit on what Scotty said, getting 14.4V on Test-1 and 0V on both Tests 2&3, means the ITS sensor is not connected, or the ITS sensor is bad.

There is a four pin in-line connector at the end of the gray cable coming out of the pedal box. It is exposed to the weather and road debris, so it is susceptible to failures. If the ITS voltage is getting through the in-line connector, open the pedal box and check the voltages at the ITS sensor.

ITS unit rarely go bad, check the plug first.
