Update - I pulled the solenoid off and bench tested it. I am now hearing the clicking noise when I put 48V across the two small terminals. So I think the issue is the controller. The solenoid doesn't click when it's installed on the cart. I have traced all of the stock wiring using a wiring diagram and can't find any discrepancies. I have also searched this site and found similar folks that have had my same issues (resistor hot at all times) and were told their controllers were probably bad.

I just ordered a new controller (XCT400), solenoid (200A), and 2G cables from Scottyb. Hopefully this fixes my issue and gets me back on the road.
