Default Did I Blow My Headlights?

Both LED headlights were working fine. I added two LED tail lights. After installation of everything except my last fuse, I think I may have blow both headlights. I think my light switch may have been on when I added the last fuse. That fuse is inline between 36v+ and a voltage reducer. The fuse is 5 amps. While inserting the fuse I got a good spark twice. The first was a surprise while inserting the fuse and the second one was inserting the fuse completely. The fuse never blew. After this both headlights aren't working. Tail lights work fine. Power for all lights come from the same source, a fuse block. Grounds are all the same buss bar. Tried disconnecting headlights and went directly to 12v+ and ground. No lights. Next move is to physically remove the lights and I except them not to work when I apply voltage. After that I'll open them up and see if I see anything.

Yes you’re bulbs appear to be blown. Check and make sure you don’t have a short. Check and make sure you’re getting 12v to the front bulbs.

I would have hoped the 5 amp fuse would have went first. Now I need to do some research and determine what size fuses I should be running. I thought I already had overkill on fuses.
1) 5 amp between +36v and voltage reducer.
2) 5 amp between +12v out of voltage reducer and a switch to fuse block.
3) 5 amps in the fuse block.
