Default powerwise charger hums but doesn't charge

I have a powerwise charger that only puts out 38v when plugged into cart. Needle says it is charging and eventually cuts off like it has charged the cart. The fuse is good, capacitor is good, put a new board in, diodes test good, and the transformer is good. What am I missing?

Capacitor may test good, but the wrong µF value.

The attached transformer/capacitor checks will tell you which, if either, is bad.

If they both check out okay, more troubleshooting needed.

How many amps does the meter show when it's charging?

In addition, how long is "eventually cuts off"? There is a backup time that shuts off charger if the on-charge voltage doen't reach 45V +/-1V withing 12 hours.
