I set the multimeter on DCV 20 and it read 7.49

I set the meter on DCV-20 and it read 7.49 without pressing the gas pedal.

Uuhhh, you should read 36 volts on a dead pack. You are deader than dead.

With the pedal pressed it read .27

I doubt this is the problem, but try a higher DC number than 20.

I'm pretty sure .27 volts ain't gonna close the solenoid.

You're gonna need new batteries and a good charger. Depending where you live, you could be looking at $1,000. If it worked before, it's unlikely the solenoid decided to just die for no reason.

2 of the batteries read less than 1 and the rest were at about 1.5
