Default 94 Club Car very slow

Hi guys need some help with a 94 club car cart is very slow. seems one speed does not increase. Please help what do i need to check voltages v drive is making contact all the way at top..

Battery pack readings are needed. Two readings actually.
One for the whole pack 12 hours after a charge with no use.
Second under a load, While driving and the cart is under full acceleration up hill.

ok it is a friends cart at my campground I will get readings this weekend on the battery pack and under also it has one solenoid. but I see resistors.

voltage was 38.3 34.5 under load

It has the Resistor set up scotty b

Open the Vglide and with the key off F&R in neutral, check the wiper arm travel. It should go all the way to the top contact.

was in the middle of top and one below adjusted to the top and when key is turned on starts to move.
