First I'd use a spark plug tester to see if the plug is sparking on every compression stroke.

Second, I'd check to see if the exhaust valve rocker arm is moving when the motor turns over.

And, the motor IS turning over the correct direction, Right?

One rocker is a lil loose not much though but both are moving and its getting some spark but not a hole lot since the motor does not spin fast

Not being there, its hard for me to say, but I'm guessing its an ignitor issue!

The igniter will cause the motor to spin slow ?

Looks like its turning over on the starter just fine.

If you have intermitant spark, thats your problem.

Also, is the float bowl full of gas?

Check throttle for opening with gas pedal, then spray carb/brake cleaner down carb hole. That eliminates "air & fuel" from the triangle of fire (spark/heat is third side of triangle). Whats compression? Motor spinning slow?

It has gas in the bowl because sometimes it turns over (normal) and spits gas out the carb, but turns over real sluggish

I put my hand in a cup position over the carb and it seams to run lil faster without that hickup/hesitation but i get a cough of gas once in awhile

When you put on the new negative battery cable, did you attatch the small 18 gauge jumper lead to the wire harness?
