I took the top cover off and cup my hand and it started to rev good no sluggish to it but i noticed oil coming from the hose in the pic is that exposed to do that ???

Yes!
All that stuff under the valve cover is very dirty and looks kinda dry. The motor looks very dirty as well. It might be a good idea to start reading BGW "Gas Yamaha" from the first post to present. You will learn a ton!! That car needs a lot of maintainance. Learn and do maint as you read, the car will love it!! |

Ok im at work so ill have to find the valve adjustment settings later, one is little loose the other is pretty tight

Is there anything about airflow i need to check ??? I can get it almost running with my hand cupped and adjusting my had a little ??

How to adjust valves is a sticky. go read then do as stated in that sticky!!

I had the same problem and come to find out i had the positive and ground cables wrong on the starter generator. Try switching them and see what happens.
