When checking voltage as above i get .5 volts. That is the positive lead of the volt meter to the left small post with the dark blue white stripe wire on it coming from the controller. No change when pedal depressed in voltage or solenoid clicking.
The readings before was the volt meter negative on the negative battery terminal and the positive on all the posts of the solenoid.

I want you to try it with the positive lead of the meter on the right small post, and the negative lead of the meter on the left small post. I want to know what the voltage is when you try to make the car run.

Thanks for the continual help.

with the ignition off 0 volts. One i turn the ignition on .4 volts. No change when in forward and pedal depressed, .4 volts only.

This indicates that the controller is not providing a turn on signal to the solenoid. The controller could be bad. If you've bypassed the two pin plug in the mcor like you said you did, it would indicate that the mcor is not the issue. As long as your vehicle wire harness isn't damaged and losing throttle signal between the mcor and the controller, I'd say that the controller has failed. Typically when this happens, the controller throws a "MAIN DRIVER OFF" code indicating that the solenoid control driver has failed within the controller.
