The voltage regulator sounds like it may be the problem,its' mounted on the seat-wall.A rectangle unit with 3 or 4 wires.Check the connections at it.Disconnect the Battery-Ground,Remove the regulator,clean the frame where it touches the frame,and the brackets on the unit itself(self-grounded),Then reinstall it,reconnect the battery(don't hook the battery without grounding the regulator,it can be damaged without a ground.Recheck your charging.If you know someone with a similar cart,swap the unit and recheck charging.If I can find it,there is a way to Field the regulator which will make it charge(bypassing the regulator causing full charge output).Again check all the connections,clean them all.You may be able to have the regulator tested by your rebuilder as well.Hope this helps.
