You must meant the solenoid activation circuit as you cannot bypass the controller itself. The logic side of the controller appears to be working since the reverse buzzer comes on.
You said you replaced the OBC, make sure the black wire from the OBC is plugged to the B- on the controller. The OBC is part of the lockout circuit for the solenoid. You can also plug the charger and see if it comes on, if not, the OBC is not working properly.

Black wire is hooked...and I did try hooking charger up...it worked..

The electrical diagram is a little different than my cart..i think..

the only fuse that I can find is in a gray wire with yellow fuse holder that goes from charger receptacle to the OBC.

Is there another inline fuse that I am missing?

My tow haul switch just seems to plug into a two wire plugin connector. I didn't see a fuse there.

Could you explain to me how the solenoid action circuit works or how to test it?
