Voltage across the large terminals is normal when batteries are connected. Don't let that confuse you. It is keeping the controller charged ready to go when you find out why you are not energizing the solenoid. You mentioned earlier the resistor was getting hot. Is it still getting hot?

Scotty gave you a good tip.

Also I sent you a BGW link in which includes a drawing schematic of the PDS system in post #6.

The solenoid operating is controlled by the controller and the controller makes a decision based on various voltage inputs from switches if everything is in order. You need to be looking for voltages through switches rather than checking continuity. If you get voltage through them the continuity is probably ok. A switch can be good but if it is not getting correct signal a corroded connection or a loose wire can cause trouble or could be the wrong type switch.

Make some measurements and where you make them and a lot of us here will try to help you. Or you can keep changing out different parts and you will eventually fix it.

Positive on the yellow wire and negative on the blue small solenoid terminals will make it click. Like scottyb suggested.

As info if you have charger plugged into cart it will not run. You might want to include the battery bank voltages too. You can blow a controller too if you keep unplugging things without switching the run tow switch to tow or maintenance position.
