If I am understanding correctly, the problem is the neg battery cable does not go through the obc.

It should go through the hole in the obc and connect to the B- on the controller. The other wires there are unknown wires. They may be wires that should connect to the neg post of number six battery, or one of them may be from the charge port that should connect to the obc. In fact the obc may be bad and they had been using a different charger.

When you plug the charger into the cart it goes through a self test. If everything is OK it will go into the bulk charge mode. The meter will read full scale @ 15 amps. It will continue to charge until the voltage across the batteries reaches 57-58 volts. At this point the charger goes into the saturation mode. The voltage no longer increases and the amperage drops to about 4 amps. It will stay like this for an hour to an hour and a half and shut down. Your batteries are now charged. During this saturation charge the batteries will be slightly bubbling. There is one more mode the charger can go into. It's called the equalization mode. You enter this phase by disconnecting the charger cord and plugging it right back in. This time the battery will rise to 59-60 volts and continue charging at low amps until the charger shuts off. Not sure how long, but at least 2-3 hours. During this time the batteries will bubble vigorously. Now this is just a guess. If it goes much longer than that after it reaches 59-60 v do an OBC reset to terminate the charge after you disconnect the charger. Also check that all four battery ports on all six batteries are bubbling. If not suspect a shorted cell.

If those wires taped to the larger wire (looks like battery cable) are connected to the number six neg post, and are the only connection to the number six neg, then that is a problem. I may not be seeing what I think I am seeing.

As the batteries are charging you could measure the voltage and make sure there is no big differences. If there is do a equalization charge and that will or should even them out. They recommend doing it once a month even with good batteries. Just thought of something I don't recall you posting your pack voltage.

If that small wire is spliced into the large neg wire it probably burned open like a fuse somewhere the first time you tried to go. Try to find the other end and measure it.
