Will putting bigger tires on a 2006 Club Car Prrcedent make it go slower?

No. Increasing the overall diameter of the tire increases the speed but reduces the torque proportionally.

Big tires reduce torque. In some cases where the batteries and/or controller cannot supply the needed power the cart may slow.
