Ok, the new pump cover fixed the issue! Installed a direct oil pressure gauge and it go's right to 20lbs while starting then to 40lbs running. After warmed up runs around 30.

But a new head scratcher! After putting engine back together the 2nd time, The rpm's are much lower and on GPS its running 17.9 MPH. Witch is fine, but it was doing 30-35 the 1st time I built it! That was two many RPM'S but I did nothing to change it!

I here people here talking about rev limiter and governor are they in reality talking about the same thing?? Or is there a electronic rev limiter?? That could have started working? I have know idea how long this cart sat blown up before I got it.

I Do not know of any other rev limiter but this sounds like a governor or linkage adjustment.
I would manually check your carb butterfly and linkages by Making a mark at fully closed and another at fully open but not past is as you can go to far open.
Press the throttle afterwards and see if it is moving to the proper spots.
Next Drive it with the seat off and make sure the governor is allowing it to go all the way and also not going past full throttle witch acts like 3/4. Running can always change things.

Another item to check.
Slack in the belt.
If the belt has a lot of slack then your mounts might be backwards loose broken ect.
This will keep your speed down but should not effect rpms.

Glad you got it living again!!! On the rpm issue, has it got a rev limiter on a button somewhere for staging?

Just thought I would do an up date here. so many posts are discussed here and a lot of time we never here what fix the issue. I guess after the issue is resolved the guys are to out ridding, LOL

Anyway, that cart has been in use all summer now with good oil pressure and plenty of volume.
So the $19 oil pump cover was the issue, and the old one looked just fine!
