Default replacing G16 bearings. rubber seal ??

I am replacing the rear axle, and decided to also replace the wheel bearing. The bearing came with a rubber seal. I'm not sure what to do with it because I didn't see a seal when I removed the old axle and bearing. The bearings are fully enclosed it seems (that is, they don't need to be packed with grease and sealed?? is that right?).

here is a picture of bearing and seal.....

The seal is there after you pull the axle out. Another clip, and pull the seal out.

ok. So pop the 2nd ring clip out and the seal goes behind that. Which end of the seal faces out towards the hub? the flat side or open side?

The open side faces into the axle.
