I got it apart last night. Apparently it got damp in the building where it was stored, the weights and bolts they sit on were completely froze up. I couldn't get the nuts off, I believe I'm going to have to start with a new one.

Keep using good penetrating oil on the cam arms and bolts. The arms should pivot on the bolts, hold the bolts in place and carefully pry the arms out with the clutch compressed. Once they move freely, clean the oil out with brake cleaner and when dry spray with a dry lubricant. I think with patients, you will get it working.
