1998 workhorse solenoid operation or lack of!

I have a workhorse that stopped working after a short drive. Turning the key on and pressing the accelerator resulted in nothing. After some trouble shooting the power is going to the solenoid with key on and accelerator depressed. No noise out of solenoid so I checked coil resistance and it was at 28 ohms but I could not find any info on specs. So I removed it and put 12 volts directly to coil, no movement. Am I missing something or is it time for a new solenoid. Thank you for any help. I really like this little unit and my wife is missing driving the fence lines.
